FROM  EXODUS  chapter 18 
                                        
    of the Holy Bible
      Moses was counseled by his father in law,  Jethro, relating to the burden of Moses judging his people
 continuously from morning to night alone. He suggested that Moses intercede for the people God-ward. 
He also should  show them the way  (the rules) they must walk (by), and the work (things) that they must do.
 
Then provide out of all the people able men, such as fear God, men of truth, hating covetousness; and
place such over them
(the people), to be rulers (judges) of (over) thousands, and rulers of hundreds,
rulers of fifties, and rulers of ten.
                                                                        Sounds like our court  system... Doesn’t It ?
